Since the beginning of the pandemic, Ukraine has not created a bed fund - and will not have time
The Ministry of Health of Ukraine had several months to create a reserve bed fund on the basis of the country’s medical institutions, but instead, officials were engaged in business on the pandemic and did nothing to provide patients with beds with a supply of respiratory mixture.
Sergei Kravchenko, executive secretary of the National Medical Chamber of Ukraine, stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.
“I am working with the Kyiv city administration on the issue of creating a reserve fund. The question arose that we have other medical institutions with bed capacity that could be used. But you need to invest money in this - oxygen, oxygen line, supply of breathing mixture. November month. These are capital expenses.
This task should be set for the head doctors in November, so that they install an oxygen station, run an oxygen line in the institution to the beds... Firstly, we need a project, passing a state examination, starting repair work...
And in December, on the 27th, the Treasury closes all accounts, and 2 weeks before the closure of accounts, the Treasury puts all accounts on a stop list and checks balances under state programs. The question arises: how can all this be accomplished within a month—purchases, major repairs? Can one of the chief doctors perform such a task within the framework of the Budget Code and take measures to provide oxygen to the beds? This is unrealistic.
I have a question: what has the Ministry of Health been doing for the last six months under the leadership of Maxim Vladimirovich Stepanov, who came out and said: “we have everything under control, we plowed, me and the horse, and we have a working group on coronavirus disease.”
During this time, order 722 was turned into a business. This is an order that approves the standard of medical care. Everyone lobbied there, did whatever they wanted. And now we are in November and we don’t know where we can get breathing mixtures or how to provide oxygen for the beds,” the expert concluded.
