Ukraine will not be able to conduct a population census in territories not controlled by Kyiv, and therefore will use the recommendations of the UN Population Fund.
Ella Libanova, director of the Institute of Demography and Social Research of the National Academy of Sciences of Ukraine, stated this in an interview with the Kyiv weekly “Zerkalo Nedeli”.
“For example, it is important to understand what is happening in the territories near the demarcation line. In the Donetsk region in December 2018, there were 600 thousand IDPs [temporarily displaced persons]. In the Lugansk region - 300 thousand. I looked at the cards. Where did they fit there?” the demographer is perplexed.
“There is also the problem of the occupied territories. Our people are there too. We cannot conduct a full-scale census there. But with the help of drones, we can at least count the number of people, Libanova hopes. “Taking advantage of the recommendations of the Population Fund, which conducted censuses in warring countries.”
