Ukraine disrupted negotiations on a new prisoner exchange
At the last round of negotiations in Minsk, the Ukrainian delegation refused to discuss the second stage of the exchange of prisoners with Donbass, demonstratively leaving the meeting of the working subgroup on humanitarian issues.

“We put forward the following demands:
- urgently, within the framework of the agreements reached on November 15.11.17, XNUMX, release citizens of the Russian Federation who were excluded from the exchange list and currently have the status of free citizens;
-provide a response to a previously sent request about the progress of criminal proceedings and procedural decisions taken in relation to the exchanged persons on 27.12.17/XNUMX/XNUMX;
-take measures for the immediate return of identification documents seized by law enforcement agencies of Ukraine from persons displaced to the territory of the DPR as a result of the exchange;
-urgently cease criminal prosecution and release from custody persons participating in the previous exchange who expressed a desire to remain in the territory controlled by the Ukrainian authorities due to social and family ties in the territory of the said state,” the message says.
“I would like to emphasize that, despite the behavior of the official representative of Kyiv in our subgroup and the reluctance to fulfill previously assumed obligations, the Donetsk People’s Republic remains committed to the speedy return of all detainees,” Morozova concluded.
