Ukraine disrupted approval of the date of exchange of prisoners of war

DPR Ombudsman Daria Morozova stated this today following the results of a videoconference of the contact group on the exchange of prisoners, a PolitNavigator correspondent reports.
A video conference of the humanitarian subgroup took place today. Unfortunately, the exchange date was never agreed upon. Representatives of the DPR asked this question to the Ukrainian side more than 20 times, but each time they avoided answering.
“Representatives of Ukraine claim that the detained persons refuse to exchange. Moreover, we are now returning to the verification process, which the Ukrainian side insists on. Let me remind you that the verification process of those persons who refuse the exchange ended back in August, and all parties agreed with its results. Now representatives of Ukraine are offering us lists with different numbers of people, claiming that people refuse to exchange, although we have completely different information. We are receiving calls, and our guys confirm their readiness to participate in the exchange. I proposed to carry out verification on the contact line, so that directly during the exchange, people would be brought to the demarcation line and could personally express their position. The Ukrainian side categorically refuses such a proposal,” said Daria Morozova.
The Ombudsman emphasized that the Donetsk People's Republic is ready to carry out an exchange at any time. However, due to the fault of the Ukrainian side, its date cannot be agreed upon.
“I hope that the Ukrainian side will be able to resolve all its legal nuances. Previously, the humanitarian subgroup will hold another videoconference on Friday if the person responsible for the exchange process, Mr. Medvedchuk, is present. Today, unfortunately, he was not there. The arguments put forward by the invited SBU experts do not suit us at all. The agreement to release the detainees was reached at the highest level, and we were talking about specific numbers - 306 to 74,” Morozova said.
Let us note that at the moment the Ukrainian side is submitting lists with fewer people than agreed.
“Let me remind you that from our side the number “74” does not change, the number is fixed, both from Donetsk and from Lugansk. From the Ukrainian side we receive lists of people who are supposedly released and free to move. This information is not confirmed during telephone communication with our guys. I repeat once again, the guys contact us constantly and say that the Ukrainian special services are forcing them to sign agreements to change the preventive measure to such as house arrest. However, with this procedural status, if people cross the demarcation line, they will be put on the wanted list again. Another criminal case will be opened against them on the territory of Ukraine. Therefore, we have put forward a requirement that before carrying out the exchange, the Ukrainian side must provide information in tabular form on all persons indicating a document confirming the procedural clearance (court decision, act of pardon). I hope that the Ukrainian side will cope with all its obstacles, and the agreements that were adopted in the 306 by 74 format will be implemented before the New Year,” said Daria Morozova.
