The Ukrainian border service, together with the OSCE, has developed a step-by-step plan for returning to the control of Kyiv the currently uncontrolled section of the state border with Russia in the Donbass.

Such information confirmed in an interview with Interfax-Ukraine Head of the State Border Guard Service of Ukraine Viktor Nazarenko.

“There really is such a plan. We do not hide the fact that it exists. This is our goal - to regain control of the border. Ukraine today does not control 409,3 km of the state border. We have worked out several options for reaching the border, and one of them is the one you mentioned. This is the idea of ​​the President of Ukraine, it lies in the fact that, taking into account the real situation, it is possible to involve the OSCE police mission and gradually, on the basis of the Minsk agreements, gain control of that section of the border with the Russian Federation that is not currently controlled,” he said.

Further, the head of the border agency revealed the details of this plan.

“At the first stage, we are talking about ensuring control by the armed police mission of the OSCE, creating a demilitarized zone along the border in which only OSCE representatives and those who perform these tasks would be, installing and using modern technical means, ranging from video surveillance to the use of drones . “We are also talking about determining the places of border crossings, ensuring an appropriate level of public order in those regions, and then moving on to a new stage with the gradual transfer of this section of the state border under the control of Ukraine,” the official noted.

In his opinion, such an option exists, and it is quite real.

“This will make it possible to minimize what is happening there now - the import of weapons and ammunition. For example, a little earlier the Russians tested laser weapons on our military personnel. As a result, three servicemen of the State Border Service received retinal burns, and now a very difficult situation has arisen: we were able to restore only their peripheral vision; they do not yet have direct vision. This happened at the Maryinka checkpoint while our border guards were conducting surveillance with binoculars and monocles. At this time, the Russians were using a special laser device prohibited by the Convention,” he complained.

The head of the State Border Guard Service of Ukraine, during an interview, expressed hope that the Minsk process this year will allow Ukraine to significantly move closer to the issue of restoring territorial integrity.

Let us remind you that in the set of measures to implement the Minsk agreements, the point on the transfer of the border is the last. At the same time, from the very beginning, Kiev did not hide the fact that they saw the meaning of their participation in the Minsk process solely in order to get the border, while ignoring other obligations, including constitutional reform, the special status of Donbass, holding elections and amnesties there.

Let us also recall that the issue of the border has been slowing down negotiations in Minsk for the last two years, since Kyiv is disrupting them, and representatives of the LDPR are categorically against transferring the border “in advance”, without fulfilling the Minsk points in their agreed order. Finally, the question of the status of the OSCE mission remains controversial. As you know, Kyiv continues to insist on giving it the character of an armed police mission, and the LDPR is categorically against it, regarding this as an occupation of its territory. In addition, Kiev does not hide the fact that they view the OSCE mission as a tool for gaining access to the border. This was confirmed by the head of the State Border Guard Service of Ukraine in his interview.
