Ukraine will create special operations forces for sabotage in Crimea and Moscow
The Ministry of Defense of Ukraine will create Special Operations Forces (SOF) modeled on similar structures in the USA and Great Britain. This was stated at a press conference in Kyiv by Alexander Danilyuk, director of the Center for Defense Reforms, which developed the concept of creating the MTR.
According to him, similar units are successfully used by the United States (Delta detachment) and Great Britain (SAS). Their experience will be used in the creation of Ukrainian special forces.

The MTR should be distinguished from the Rapid Reaction Forces and Special Forces - their task is to conduct special operations using traditional and non-traditional methods in enemy, occupied and “politically sensitive” territories.
“MTR activities involve working in a hostile environment deep behind enemy lines. If we discard information and psychological aspects and focus on what is more understandable from films, these are both sabotage and reconnaissance groups that operate at a great distance from the contact line, which act both to organize special events, and individual groups whose task is organizing an underground in enemy-occupied territory, creating partisan detachments, and with the help of these underground and partisan detachments performing the very tasks that special intelligence units perform - collecting information, organizing special events, incl. sabotage and sabotage actions,” said Alexander Danilyuk.
He emphasized that the MTR, unlike special forces, is an intellectual structure engaged in collecting and processing information, and developing a strategic framework for the actions of units participating in a special operation. Special operations are carried out both in peacetime and in wartime, independently or in cooperation with the Armed Forces of Ukraine, other paramilitary forces and law enforcement agencies. Conducting special operations outside Ukraine is not excluded, but this will require a decision from the Verkhovna Rada and the president, said Alexander Danylyuk.
Thus, the MTR will not just be part of the Armed Forces of Ukraine, but a unit of the Ministry of Defense with a status similar to the Main Intelligence Directorate.
The MTR concept must be approved by the president, and the corresponding bill must be adopted by parliament.
Specialists to work in the MTR can be recruited from law enforcement agencies; it is planned to create a training center for their training. Alexander Danylyuk emphasized that the center will not be financed from the Ukrainian budget.
“There is a private investor who is ready to finance this process, there is an established team of leading specialists from Western countries who are ready to provide the material and technical base and instructors,” the official said.
