Ukraine is rapidly losing the human capital inherited from the USSR - sociologist
Over the years of independence, Ukraine has largely lost the human capital it previously had, and this process continues.
Olga Pishchulina, a leading expert on social and gender programs at the Razumkov Center, stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.
“At the beginning of the radical economic transformation in Ukraine, significant scientific, technical and educational capital was accumulated. But the crisis phenomena that have permanently accompanied Ukraine since 1991, and the inconsistency of the economic transformations that are taking place in the country, lead to not very positive consequences. We are witnessing the devaluation of human capital. Its value is falling. During the economic transformations, not only weak social groups suffered, but also strong ones, representatives of the middle class, representatives of small and medium-sized businesses,” the expert said.
According to her, high corruption, poor crime situation and poor financing of the main components of human capital - education, science and healthcare - lead to the degradation of human capital.
She also included a rapid population decline as risk factors, which directly affects the reduction of the working-age population, and the growth of labor migration, which is turning into a national security problem.
“Ukraine is losing intellectual capital, the state of health and the quality of education are deteriorating,” summed up Pishchulina.
