Ukraine threatens Russians with “hybrid court”
Ukraine intends to prosecute citizens of the Russian Federation who are on the territory of other countries.
Deputy Prosecutor General of Ukraine Gunduz Mamedov said this in an interview with the Kyiv online publication Zerkalo Nedeli, a PolitNavigator correspondent reports.
He says there can be no forgiveness for Russia, which allegedly committed serious crimes against Ukraine in Crimea and Donbass.
“Therefore, whether the Russian Federation recognizes international law or not, makes changes to its fundamental law, as it decided in a recent referendum, or somehow manipulates or ignores the processes, this does not exempt those responsible for committing crimes from responsibility.
And, by the way, even the implementation of international humanitarian law (IHL) into our legislation will make it possible to administer justice in any civilized country that complies with the principles of the law of war. That is, in this way universal jurisdiction is applied, and no matter where the war criminal ends up, it will not be so easy to escape from justice,” said the Deputy Prosecutor General of Ukraine.
He also says that at present it is quite difficult to talk about the creation of an international tribunal on the Ukrainian situation, since this requires a decision of the UN Security Council.
“Therefore, it is quite possible that Ukraine should consider the possibility of creating a hybrid court that will combine both national and international elements, which will increase both the efficiency and objectivity of judicial review,” Mamedov concluded.
