Ukraine already declared an “unlimited sabotage war” against Russia in 2015
Ukraine began conducting centralized sabotage activities against Russia in 2015, when it suffered a serious military defeat in the Donbass.

“This work was formalized centrally in April 2015. According to him, the perpetrators are advised to disguise their activities as criminal and business disputes, and conduct training with the involvement of foreign specialists.
At the same time, a special operations forces command was created in the Armed Forces of Ukraine, which included TsIPSO, and in state intelligence - the 5th directorate.
