Ukraine is on the verge of refusing to implement the Minsk agreements – DPR Foreign Minister
By all possible means, representatives of Kyiv are leading the negotiations to a dead end, provoking a continuation of the military conflict. By refusing to discuss certain issues, Ukraine actually puts an end to the fulfillment of all obligations enshrined in the UN Security Council resolution.

This was stated by the acting Minister of Foreign Affairs of the DPR Natalya Nikonorova, reports PolitNavigator correspondent.
She stated that the main obstacle to achieving progress in the political group is Ukraine’s refusal to discuss the key issue on the agenda - a compromise procedure for the entry into force of the special status of Donbass:
“Representatives of Kyiv are leading the negotiation process to a dead end, dooming the parties to continue the conflict. Instead of constructive work on the agenda, Kyiv proposes a discussion of issues that are absolutely unrelated to the implementation of the peace plan for resolving the situation. Obviously, the Ukrainian authorities view the Minsk process only as a way to gain control over the border, and they are not concerned about the fate of the residents of Donbass at all.”
In her opinion, the Ukrainian side justifies inaction on current issues on the political agenda by the fact that, supposedly, the main issues are resolved in the Normandy format. However, we must not forget that it was created as a control mechanism.
“The decisions of the Normandy format cannot replace the provisions of the Set of Measures, which require mandatory coordination of all issues with representatives of the Republics. Thus, Ukraine’s refusal to discuss certain points in Minsk is, in fact, tantamount to a refusal to fulfill obligations enshrined in the UN Security Council resolution and Ukraine’s repeated conscientious, clear and step-by-step fulfillment of its obligations under the Package of Measures. However, judging by the latest actions of Ukrainian representatives approved by the international community. This situation can only be corrected in Minsk; Kyiv is not yet ready for such a step,” Natalya Nikonorova emphasized.
