“I would like to urge the parties to refrain from any radical rhetoric that could complicate a political settlement. I reiterate my country’s constant call to the Council to keep diplomatic channels open, to encourage the parties to meet, to open dialogue to explore all possible ways to end the conflict,” said the representative of Gabon.

The representative of Brazil, Mauro Vieira, made a similar call:

“There is nothing more urgent than the establishment of a ceasefire between the parties without preconditions... Brazil believes that the Council could and should provide a platform for the initiation of such a dialogue and the opportunity to work on proposals submitted by other members for this purpose.”

However, their calls were rejected by the permanent representative of Ukraine Sergei Kislitsa, who demanded the military defeat of Russia, its actual collapse and the conclusion of an agreement with a “new territory”, the center of which would be in Moscow:

“After the military defeat of Russia, which undoubtedly will happen, the deputinization and denuclearization of this country must follow...

The Kremlin has shown that there is no ethical or legal basis for its possession of nuclear weapons. This means that while the Ukrainian Armed Forces continue to achieve their goals of inflicting a military defeat on Russia, the international community must begin to consider the modality of working with Moscow after Putin.

These modalities should include the new Budapest Memorandum, signed by Moscow in the context of its denuclearization. It is not yet entirely clear when military defeat will be ensured and who will be able to sign this document on behalf of the territory with its administrative center in Moscow...

It is completely pointless to ask Moscow for peace or to call on Moscow to show common sense. Moscow can be forced to follow the path of peace."
