Ukraine has doubled the cost of purchasing housing for families of ATO militants
The volume of funding for subventions to improve housing conditions for ATO participants and their families from the state to local budgets has almost doubled this year, a PolitNavigator correspondent reports.
About it informs Department of Financial and Economic Analysis of the Verkhovna Rada of Ukraine.
“It is worth noting a significant increase (92,6%) in the actual volume of payments. Financing of planned expenses from the State Budget for this type of subvention in the first half of 2017 and 2018. was carried out in full,” notes the analytical report of the Office’s experts.
If in 2017 UAH 117 million was provided for these needs, then in 2018 - UAH 226 million. However, the level of use of funds remains quite low. In 2017, only 5,9% of the allocated funds were used, in 2018 – 31,4%, experts note.
Experts say that ATO participants from the Chernivtsi region received the most monetary compensation for the purchase of housing; in five regions they were not paid at all.
The implementation of the subvention across regions was uneven. High values of the indicator were observed in such regions as Chernivtsi (81%), Lviv (80,6%) and Kharkov (74%). At the same time, in ten regions, funds for subventions to improve housing conditions for ATO participants and their families were not used at all, and in Volyn, Donetsk, Zhytomyr, Zaporozhye and Nikolaev, monetary compensation was paid for housing for ATO participants and their families in I half of the year was not carried out for two years in a row,” the analytical report notes.
In 2015, by decree of the Government of Ukraine, for the first time, a subvention was introduced from the State budget to local budgets for the construction (purchase) of housing for the families of fallen servicemen who were directly involved in the ATO.
