The publication recalls that on September 5, Russian President Vladimir Putin made a proposal to introduce “blue helmets” into Donbass, making four reservations.
“Firstly, the task of the peacekeepers, according to Mr. Putin, should be exclusively to ensure the security of the OSCE monitoring mission. Secondly, the “blue helmets” should be located on the demarcation line of the warring parties, and not on the territory of the self-proclaimed Donetsk and Lugansk People’s Republics (DPR and LPR). Thirdly, a solution to this issue can occur “only after the parties have separated and heavy equipment has been withdrawn.” And finally, fourthly, in order to deploy a UN contingent in the region, it is necessary to establish “direct contact” with representatives of Donetsk and Lugansk. Then, after a conversation with German Chancellor Angela Merkel, the Russian President admitted that peacekeepers could be located not only on the contact line, but also in places where the OSCE monitoring mission operates,” the publication notes.
The corresponding draft resolution was promptly submitted by the Russian side for consideration by Security Council experts. At the same time, a Kommersant source close to the Russian delegation clarified that the Ukrainian side introduced its draft resolution on peacekeepers only after the Russian one.
According to the newspaper, the Ukrainian draft contains a requirement to include the wording either “peace enforcement operation” or “peace restoration operation”, which, from Kyiv’s point of view, confirms “Russia’s role as an aggressor.” In addition, the Ukrainian side insists that the operation should not be prepared hastily: the deployment of a peacekeeping mission, as Kyiv is convinced, will take at least six months.
“They prepared this counter-project only after our initiative, and before that they were engaged in populism,” said the publication’s interlocutor.
A source close to the UN secretariat also confirmed that Ukraine had not previously submitted such documents to the Security Council for consideration.
