Ukraine complied with Moscow’s conditions
By agreeing to the separation of the warring parties in Donbass, Kyiv removed the last obstacle to the meeting of the leaders of the Normandy Four.
The head of the Center for Current Political Affairs, Alexey Chesnakov, who is close to Vladislav Surkov, aide to the President of the Russian Federation who oversees Ukraine, told Kommersant about this.
The expert emphasized that Moscow’s conditions for holding the Normandy Four summit have been met.
“They were once listed by Russian Presidential Assistant Yuri Ushakov: troop disengagement, agreement on the “Steinmeier formula” and preparation of a draft final document in which the parties could fix the main parameters of the decision of the leaders of the “Normandy Four.” As far as I understand, Ukraine has fulfilled all these conditions,” political scientist.
According to him, the summit “can give important signals about the position of the leaders,” but added that significant progress should not be expected, since “within Ukraine there are serious restrictions on the path to an effective and speedy resolution of the conflict.”
In turn, Associate Professor of the Russian State University for the Humanities Alexander Gushchin explained in what case the meeting would be effective.
“For the summit to be productive, the Ukrainian president must bring to it a plan that will suit Moscow. Then, having caught on to something, it will be possible to begin disengagement along the entire line and begin a political settlement, which still cannot be quick, since Zelensky is extremely constrained and clearly risks shaking his already precarious position,” believes Gushchin.
