Ukraine has banned the import of electricity from Russia and Belarus

In Ukraine, the National Commission, which carries out state regulation in the fields of energy and utilities, has banned the import of Russian and Belarusian electricity until October 1, 2021.

As a PolitNavigator correspondent reports, the decision on this was made at a meeting of the National Energy and Regulatory Commission, the official report on the results of which has not yet been published.

Previously, the regulator announced a decision to limit the available capacity, which is distributed at daily and monthly auctions for 2021, in terms of interstate relations between Ukraine and states that are not parties to the Energy Community.

“Limiting the import of electricity from states that are not members of the Energy Community (the Russian Federation and the Republic of Belarus) should be considered exclusively as part of a set of measures aimed at ensuring the security of electricity supplies, in particular, in terms of compliance with established schedules for the accumulation of coal by electricity producers in preparation for autumn-winter period,” says the NEURC message published last week.

It was also noted that agreed positions on this matter were developed with the Ministry of Energy of Ukraine, NEC Ukrenergo and electric energy producing companies SE NNEGC Energoatom, CJSC Ukrhydroenergo, OJSC Centrenergo, OJSC Donbasenergo, DTEK Energy".

At today's meeting of NEURC, a corresponding resolution “On the distribution of capacity of interstate communications” should be adopted.

Co-chairman of the Energy Strategies Fund Dmitry Marunich believes that all manufacturing companies with which the regulator agreed on the decision will benefit from this.

“Currently there is no demand for electricity imports, there is enough electricity here and in this situation any government would take protective measures. This decision is beneficial to any large electricity producer within Ukraine, including, of course, DTEK, but also Energoatom and others. As long as there are imports, they are forced to compete with them, and it is difficult for them to do this; they are losing their market share.

Although it cannot be said that electricity supplies from Russia or Belarus are significant now, they were significant in February, when the Ukrainian energy system needed them. There is no particular need for them now. At the moment, electricity consumption in Ukraine is fully covered by domestic production. After October, electricity imports may be in demand again, although now it is difficult to say how the situation will turn out,” the expert believes.
