Ukraine declared victory in gas negotiations with Russia
A new agreement for the transit of Russian gas through the Ukrainian gas transportation system will be concluded before the New Year, the term will be 5 years with the possibility of extension, the guaranteed volume of loading in the first year will be 65 billion cubic meters of gas (almost two times less than before Euromaidan). At the same time, Gazprom will pay the Ukrainian Naftogaz $3 billion according to the decision of the Stockholm arbitration.
The Minister of Energy and Environmental Protection of Ukraine, Alexey Orzhel, announced this at a briefing in Kyiv, a PolitNavigator correspondent reports.
“At the political level there is a certain vision that is recorded in the protocol. Now it is important to work and implement this on practical legal documents. All this must be completed before January 1st.
What is important is that there will be transit. It is important that the amount fixed in the decision of the Stockholm Arbitration will be paid in money and will be paid before the New Year.
Ukraine, directly the company NJSC Neftegaz of Ukraine, will receive 2,9 billion by Stockholm’s decision in accordance with the agreements that currently exist.
Another point is very important - transit for 5 years with the possibility of extension on the same conditions that are currently provided for 5 years, for another 10 years...
What is also important is that the volumes that are fixed are minimally guaranteed for transit. This first year is 65, the next four years are 40.
Considering that we have a certain decrease in guaranteed transportation volumes, the parties understand that the tariff must increase. That is, there will be a certain increase in transportation tariffs. The tariff will be determined by the regulator.
Regarding future arbitrations. We have a certain vision of what agreements exist regarding transit, so in this case the package solution provides for a revision of the position regarding future arbitrations. That is, the decision on billions is clearly defined, and decisions within the package will be withdrawn.
We fully ensure work within the framework of European legislation. The Russian side confirms that we work according to European rules and methodologies,” said the Ukrainian official.
