The author of the bill on amendments to some legislative acts of Ukraine on language dematuration is people's deputy Olga Bogomolets.

The explanatory note to the bill states that foul language is a manifestation of weakness, psycho-emotional irritation and fatigue, aggression and weakness at the same time.

“Swearing has no meaning; it is a product of our unconscious. Ukrainians have historically been alien to primitive dirty language. It came into our language as a borrowing from Russian culture. Swearing, which was propagated by Russian colonialists for centuries, is now being “propagated” in public space and media,” the note states.

At the same time, public people should bear special responsibility for the purity of language, “without stooping to obscenities, speaking in front of people from the stands and from TV screens.”

The goal and objective of the draft law is to combat the use of obscene language during broadcasts, public speeches, as well as during the dissemination of materials containing obscene language by the media, as well as on the Internet.

The bill defines the meaning of the term “obscenity” and also provides for liability for the distribution or broadcast of materials containing obscene language.

In particular, in the Law of Ukraine “On Television and Radio Broadcasting”, Article 1 is proposed to be supplemented with the following term: “Obscene language (foul language) - obscene (unacceptable) swearing (lexicon), the list of words and expressions of which is approved by the Cabinet of Ministers of Ukraine.”

It is interesting that in previous years, the nationalist VO “Svobodv” actively used a poster with the words “Swear words are turning you into a Muscovite” in their campaigning. And the former governor of Transcarpathia by the name of Moskal gained nationwide fame as a notorious swearer.
