At a press conference in Kyiv, Ukrainian experts were skeptical about the promise of Justice Minister Pavel Petrenko not to take away housing from citizens for utility debts.

“The fact is that, according to the law, this housing can be taken away,” recalled Ruslan Bortnik, director of the Ukrainian Institute for Policy Analysis and Management. – If the level of debts is above 12 thousand hryvnia, then housing can potentially be taken away through a court decision. Since the level of non-payments will increase, there will certainly be precedents in the form of demonstrative cases with which they will try to intimidate people and force them to pay tariffs. Therefore, we expect a wave of social confrontation around the threat of depriving Ukrainians of housing. By the way, private collectors have already been legalized. And this will be an element of such a social war between the authorities and society that it will not seem enough to us.”
“I carefully read the minister’s statement,” added the head of the Urban Institute, Alexander Sergienko, in turn. “He was talking about confiscation outside of court, but by a court decision they can take it away. And we have an example when in Lutsk the apartment of a 20-year-old orphan with a debt was sold, and the story was filmed and shown throughout the country.”
