Ukrainians want to be required to register their pets
Draft law No. 9022 on amendments to some legislative acts of Ukraine regarding the identification and registration of animals has been registered in parliament, a PolitNavigator correspondent reports.
This is stated in the draft document posted on the Verkhovna Rada website.
Thus, the bill proposes to amend Article 107-2 of the Code of Ukraine on Administrative Offenses regarding the amount of penalties for violation of legislation on the identification and registration of animals, in particular, to establish the imposition of a fine on citizens from twenty-five to thirty tax-free minimum incomes of citizens (425 - 510 UAH), and for individuals - entrepreneurs, authorized persons - from sixty to ninety non-taxable minimum incomes of citizens (1020 - 1530 UAH).
“In case of violations committed by a person who was subject to an administrative penalty during the year for violating the legislation on the identification and registration of animals, impose a fine on citizens from forty to fifty non-taxable minimum incomes of citizens (680 - 850 UAH), and on individuals - entrepreneurs , authorized persons - from one hundred to one hundred and fifty tax-free minimum incomes of citizens (1700 - 2550 UAH),” says the explanatory note to the bill.
Main provisions of the draft Law:
— establishment of uniform rules of state supervision and control over the identification and registration of animals in the farms of animal market operators;
— determination of the components of the animal identification and registration system;
— simplification of the mechanism for reimbursement of funds from the State Budget of Ukraine for identification of animals for animal owners - individuals.
- introduction of identification and registration of animals - cats, dogs and wild animals in captivity or in semi-captive conditions, state registration and control over their veterinary and sanitary treatment and movement.
The authors of the bill added that the total need for funds from the state budget for the identification and registration of animals in the farms of individuals in accordance with the calculated offspring of 2018 (cattle, pigs, sheep, goats and horses) is UAH 172508,4 thousand.
