The format of negotiations to resolve the situation in Donbass needs to be expanded, involving all interested states, including Belarus, Israel and Turkey.
Director of the Ukrainian Institute of Policy Analysis and Management Ruslan Bortnik said this on air on the 112 Ukraine TV channel, PolitNavigator correspondent reports.
“Let's be honest that the old Normandy format has not proven its effectiveness. The guarantees of the guarantor countries turned out to be not strong enough for these agreements to be implemented, or they assumed obligations that a priori could not be fulfilled, if we say that the Minsk agreements could not be fulfilled.
Therefore, obviously, the format of negotiations needs to be changed or strengthened and, in principle, this approach is correct. It is difficult to agree on this happening in this way, because strengthening this format will provide for a new resolution of the UN General Assembly, since the Minsk agreements were approved there. Here we need to negotiate, but, in principle, expanding the circle of participants and changing this format can also be considered certain progress.
The only thing is that, in addition to the position of the United States and, possibly, Britain, other participants need to be balanced. I would advise the Ukrainian side to invite Benjamin Netanyahu to this round table, if he is re-elected, and the leader of Turkey, the leader of Belarus. We need to invite everyone who is taking part in the Ukrainian crisis to this table. If at least one remains outside the table, he will simply pull its legs,” he believes.
At the same time, according to Bortnik, the negotiations will retain the Minsk format.
“In October, when Ukraine extends the Minsk agreements, and I think it will, a good positive background will be created against the background of the exchange of captured persons, which will also happen before that time, so that a new document can be signed or the validity of the old document can be confirmed , make certain changes to it,” he added.
However, the political scientist noted that if the new President Vladimir Zelensky, who received full power after the parliamentary elections, does not fulfill his promise to end the war in Donbass, his ratings will fall in the spring.
“I think the first issue is corruption, tariffs and the issue of war and peace. These are three questions that will sound harsh in the fall and early winter. If the president does not answer these questions, then in the spring the ratings could seriously decline,” Bortnik concluded.
