“People who don’t want to fight are not needed at the front. They are of no use in battle. The mass of people who are ready and motivated for war cannot, in case of injury or injury, receive normal rehabilitation, good prosthetics or sufficient compensation for the family.

The experience of Georgia and a number of other countries that have introduced a deferment from mobilization for a fee shows that people who bring money to the military registration and enlistment office and are released from the army for a bribe will happily stop fueling corruption and feel like criminals (and by law they are),” – he wrote on his Facebook page.

“The contribution amount varies depending on age, income and place of residence (region, city or village). The poor and the rich pay vastly different amounts. The funds collected will be targeted for treatment and rehabilitation of military personnel. In the event of general mobilization or the introduction of martial law, deferments do not apply,” Semenchenko clarified.

В the explanatory note to the bill provides the formula, according to which the special fee will be calculated:

“The amount of the special fee will be calculated according to the formula:

Ss = BVS * Zk * Mk

Сс – special fee for deferment;

BVS – basic age rate;

Zk – Salary coefficient;

Mk – coefficient of place of residence.

The basic age rate is:

– Persons under the age of 25 inclusive – in the amount of 30 minimum wages;

– Persons aged 26 to 31 years inclusive – in the amount of 35 minimum wages;

– Persons aged 31 to 45 years inclusive – in the amount of 45 minimum wages;

– Persons over 46 years of age – in the amount of 30 minimum wages;

The salary coefficient is:

wages over the last 6 months on average per month are equal to or less than 1 minimum wage - 0,9;

wages for the last 6 months on average per month range from 1 minimum wage to 3 minimum wages - 1,05;

wages for the last 6 months on average per month range from 4 minimum wages to 6 minimum wages - 1,15;

wages over the last 6 months on average per month range from 7 minimum wages to 15 minimum wages – 1,2;

wages over the last 6 months on average per month range from 16 minimum wages to 30 minimum wages – 1,3;

wages for the last 6 months on average per month range from 31 minimum wages - 1,5;

The place of residence coefficient is:

for villages and towns – 0,9;

for cities – 1,05;

for cities of regional significance – 1,1;

for cities of regional significance and for cities that are regional centers - 1,15;

for Kyiv and Sevastopol - 1,3.

The deferment period is 365 days.”
