Ukraine needs a magic kickoff to fulfill Minsk
Ukraine continues to sabotage the Minsk agreements, moreover, Kyiv is strengthening the blockade of Donbass - a new step was the termination of the work of the last Ukrainian cellular operator in the DPR. The only chance to force Petro Poroshenko’s regime to comply with the agreements is pressure from the countries participating in the Normandy format.
The official representative of the DPR at the negotiations in Minsk, Denis Pushilin, stated this today in the Federation Council at a meeting of the committee to support residents of the South-East, a PolitNavigator correspondent reports.

Ukraine is not taking steps to implement the agreements, nor is it openly declaring that it does not intend to implement them.
We see that due to political stalling, all other areas are suffering. There is no way to fully talk about security, because everything depends on the political component, and now we see that for quite a long time Ukraine has been moving away from a peace initiative, such as the disengagement of forces and equipment along the entire line of contact. In two of the three pilot areas, disengagement took place, and it was quite successful; we are recording a ceasefire. But in the third area - Stanitsa Luganskaya, Ukraine, bypassing the agreements, does not fulfill its obligations, and disengagement has not taken place to this day.
As for the economic component, it all comes down to politics, and lifting the economic blockade is the main issue of the economic subgroup. He slips again and stands still. I would even say that there is regression here, because blockades of various kinds are only increasing. The last one this year is a communication blockade.
Without pressure from the guarantor countries, Ukraine will not be able to move from this position. Meetings in the Normandy format give an impetus for some time to advance the implementation of obligations, but Ukraine is trying to blur everything here, and I don’t see any clear mechanism for implementing the Minsk agreements in the foreseeable future from the Ukrainian side,” Pushilin said.
