Ukraine may not have enough diplomatic culture to chair the UN Security Council
Experts believe that Ukraine will try to take advantage of the upcoming chairmanship of the UN Security Council to its own advantage.

This opinion, in particular, was expressed to Izvestia by the Chairman of the International Affairs Committee of the Federation Council, Konstantin Kosachev, who noted that there is a possibility that Ukraine will try to ignore the general goals and objectives of the organization, but this “will contradict both the spirit and the letter of the UN Charter , which regulates the activities of the country presiding on a rotating basis.”
“The political culture of work in the UN Security Council suggests that the institution of chairmanship should not be used for national-state purposes. On the one hand, chairmanship does not give privileges, on the other — initiatives can be put forward. Ideally, all of them should be in line with collective interests, and not in the interests of the chairing country. Therefore, everything will depend on the state of the political culture of Ukrainian representatives in the UN Security Council. If this culture is not enough, then Ukraine will begin to abuse its capabilities in this position. I am sure that then this will cause misunderstanding and rejection on the part of the other members of the Security Council,” Kosachev said.
In turn, the director of the Ukrainian branch of the Institute of CIS Countries, Denis Denisov, believes that in February we should really expect a large number of anti-Russian resolutions to be submitted to the Security Council for consideration on the initiative of the Ukrainian side.
“Of course, we should expect significant activation of Ukrainian diplomats, initiation and promotion of certain draft resolutions on issues related to Crimea and Donbass, naturally condemning Russia. Another thing is that the chairman's status does not allow him to make decisions alone. Willy-nilly, Kyiv will have to put up with this. But all this — part of his information war. Any introduction of such draft resolutions and Russia's use of the veto could be interpreted as a problem. There is a lot of talk about this in Ukraine. But to change the mechanism, a consensus of the five powers that have this right is required, none of which will voluntarily give it up,” Denisov emphasized.
