Ukrainian economist Vsevolod Stepanyuk stated this at a press conference in Kyiv, according to whom, the electronic declaration system will be used more to combat unwanted officials and may even worsen the situation in the fight against corruption.
“Because there may be less funds allocated for investigative and operational work in relation to some suspects,” the expert explained. – There is a danger that everything will come down to just monitoring the database. That is, if there is some discrepancy in the database, then only then will an investigation be launched against a potential corrupt official.”
“In principle, this system is easy to bypass. This system actually tells the official: don’t have anything in Ukraine, transfer all your funds abroad. They will have a house somewhere in Hong Kong, Panama, Switzerland, the expert predicts. – There are countries that do not cooperate with the investigative authorities of the EU or Ukraine. As a rule, these are tax or banking offshores. The best option now may be Hong Kong, which definitely won’t tell anyone.”
