“The question is how rationally Ukraine itself will use this model of Western assistance. You can accept it, transport it across our border, and then what to do with it? Will she stand and wait for customs clearance, as happens very often with us? Will it come to units where personnel do not know how to use it? Will it go into operation without a support system? All this needs to be considered before such agreements are entered into. This is not just a piece of hardware that must be handed over to us - it is a system that must operate,” Sungurovsky said.
