The Ukrainian delegation became nervous on the eve of the new PACE resolution
This week the next session of PACE starts, during which there will be a discussion of the report on systemic violations of the rights of refugees from Donbass and citizens in the conflict zone and the accompanying resolution “Protection and development of regional and minority languages in Europe.”

The former head of the information department of the Ministry of Foreign Affairs of Ukraine, Oleg Voloshin, reports this in his blog, and cites some of the provisions of this advisory document:
“- in all possible cases, provide these languages with the status of a second official language in those regions where such languages are traditionally used, taking into account the specific conditions and historical traditions characteristic of each region;
– ensure the possibility of instruction in a regional or minority language throughout the entire educational period, from pre-school, primary and secondary education, to vocational training and higher education, at least for students whose families so desire;
– ensure that employees of public administrations or services who communicate with users can provide information and services in the relevant regional or minority languages;
– in the media sector, refrain from applying restrictive legal and policy measures, such as subtitling/translation obligations and mandatory quotas for official language programs, etc.”
At the same time, the diplomat notes that Ukraine, like other countries, is not directly mentioned in the document.
“This is a set of rules for everyone. But reliable sources say that delegates from our “patriotic” factions are very nervous about the resolution. What is it for? – Voloshin is surprised. “It seems like we’ve been going to Europe with their help for four years now.”
