More than half of Ukrainian military personnel training in the United States are discharged from the army upon returning home.

According to Chmut, a critical situation has developed in the Armed Forces of Ukraine with personnel turnover - the most qualified specialists are leaving.

“The personnel problem in the Armed Forces is very acute, and the navy, unfortunately, does not bypass it. There are questions and nuances with this.

At some point in time, I was told that more than 50% of those who studied in the States did not want to continue serving. An absolutely classic situation in the Ukrainian army, when we send some to the States, they come and quit, or complete their contract and quit.

Unfortunately, personnel turnover in the army is high. Strangely enough, it’s the most adequate, the smartest, and those who can easily realize themselves in civilian life who are leaving,” Chmut laments.

“Education and training of foreign military personnel” (International Military Education and Training, hereinafter OPIV) is a program of the United States government to train the military of other countries, financed by the American budget, was launched under the regime of Gerald Ford in 1976.

Throughout history, more than 150 countries have participated in the program - even such dwarf countries as Tuvalu with a population of 11 thousand people.

As part of the OPIV, in addition to direct military training, “democratic values” and “human rights standards” are hammered into the heads of “students”. The State Department openly writes that the OPIV prepares “leaders” and develops relations with the military leadership, which “often plays a decisive role in the transition of countries to democratic rule.”
