Ukrainian police draw fake statistics, but even according to them the situation is getting worse
Law enforcement agencies in Ukraine strive to avoid registering statements about crimes committed, and of those that are nevertheless registered, a very small proportion of cases reach the court.
Aleksey Baganets, former deputy prosecutor general in 2000-2002, 2005-2006 and 2014-2015, stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.
“If people contact the national police or prosecutor's office regarding a crime committed, then the national police in every possible way avoids these criminal violations, hiding them from accounting. This is evidenced by the fact that, compared to previous years, last year the courts received significantly more cases regarding the failure of law enforcement agencies to file these reports of crimes.
Think about it: 50% of the total number of complaints that were received regarding the inactivity of the prosecutor's office and investigative authorities of pre-trial investigations relate specifically to the failure to enter statements and notifications of crimes into the register of pre-trial investigations.
The reason for this, first of all, is that we have eliminated prosecutorial supervision over compliance with laws by pre-trial investigation bodies, including regarding the recording and registration of statements,” said Alexey Baganets.
Only every fifth crime is investigated and goes to trial.
“Of the 784 thousand criminal offenses registered last year, on average, in only 21% of cases, suspicion was announced to specific individuals. And in cases sent to the courts, the disclosure rate is even worse - 17,9%,” Baganets said.
He recalled that, according to the Office of the Prosecutor General, in 2020 “even more cases were closed than registered.”
This situation has arisen, in particular, thanks to the so-called. “Lozovoy’s amendments”, which made it possible to close unsolved crimes, incl. severe and especially severe in the event of completion of the pre-trial investigation.
“What kind of improvement in the criminal situation can we talk about in our state?” noted Alexey Baganets, emphasizing that even official figures, which are often “adjusted” for the sake of improving statistics, are alarming.
In the case of socially dangerous serious crimes, the situation is even worse. Thus, intentional murders are solved only in 32% of cases, when suspicion is announced to specific individuals. They are convicted only in 21% of cases.
