There are three of them. Therefore, any other entry of citizens into the territory of the peninsula is administrative and, if the purpose of such a visit was to cause harm, it is a criminal offense.

“The situation must be assessed subjectively. We cannot put everyone who visited Crimea into the same framework. I repeat, if a person came with the purpose of causing some harm to the interests of the state, it must be specific harm, then this is definitely criminal liability. If a person simply crossed the border illegally, this is, accordingly, administrative responsibility,” Ponochovny said.
