The Ukrainian elite bet on war
Proposals coming from Kyiv, both from government officials and supposedly from the opposition, to revise the Minsk agreements and introduce “peacekeeping” contingents into the Donbass are evidence that the Ukrainian leadership has relied on war rather than conflict resolution.

“Kyiv is diligently delaying the process, this is not a secret. It is no coincidence that this week they again started talking about the need to change the Minsk agreements - because they allegedly cannot implement them for a number of reasons, the points need to be changed, while, as usual, there is confused reasoning about what needs to be done This is the time to introduce UN peacekeeping forces into the territory of Donbass.
But in Ukraine they just don’t want to understand that the Minsk agreements are intended to fix new realities in a country that, by definition, cannot be unitary, monolingual and monocultural. Especially if this means the exceptional hatred of everything Russian that Ukraine demonstrates,” the expert said.
Gasparyan recalled that the formal validity period of the laws adopted by the Verkhovna Rada on the special status of Donetsk and Lugansk ends in the fall. These laws were voted in parliament, but only nominally, since they never came into effect in reality.
“There is no doubt that no one will prolong the laws adopted two years ago. Ukraine in general is in no way geared towards any kind of execution or search for a peaceful settlement and compromises. Statements are constantly made there regarding a possible military scenario,” he said.
Gasparyan believes that against the backdrop of a worsening economic situation, betting on a new round of war could play a cruel joke on the Ukrainian leadership.
“Giant discontent is gradually brewing within Ukrainian society about this. It is no coincidence that Deputy Minister Tuka said that if the conflict in Donbass is not resolved militarily, the south of Ukraine also risks burning. When such statements are made, it is obvious that they lie on completely different planes with the Minsk process,” Gasparyan said.
