Over the past seven years, funding for the state apparatus in the budget of Ukraine has increased three times, and spending on the social sphere has less than doubled.
Director of the Institute of Policy Analysis and Management Ruslan Bortnik stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.
“On average, funding for the state apparatus from 2013 to 2020 increased by 300%, that is, three times. They live as they lived before the crisis. In dollars. At the same time, if we take any social costs, the cost of living has increased by 197%, the minimum pension - by 201%. The Ministry of Health – by 175%, the Ministry of Housing and Communal Services – by 147%,” Bortnik noted.
According to him, approximately the same figures - in the range of 200% - are also observed for other social items.
“That is, funding for the state apparatus increased by 300%, social costs - up to 200%, in some areas - much less. Officials and politicians have retained their funding and good salaries, despite the fact that the social sphere continues to degrade and stagnate. Despite the fact that the population also decreased during this time. Real social costs should have increased because we do not pay salaries and pensions either in Crimea or in the Donbass,” the political scientist said.
