This was stated by the General Director of the Committee of Voters of Ukraine Alexey Koshel.

“We have observed a certain decrease throughout the year in the flow of registered bills, which can often be characterized as legislative spam, but the quantitative indicators of bills in general remain extremely high,” the Ukrinform agency quotes Koshel.

According to him, if in 2015 4259 draft laws were registered, in 2016 - 3226 bills, in 2017 - 2367 projects.

“But during 2017, the parliament adopted 162 laws, so we have reason to say that the registration of an excessive number of bills creates serious obstacles and difficulties for the work of the Ukrainian parliament, because it is an extra burden on parliamentary committees, on the work of relevant ministries, scientific expert management,” added the general director of KIU.

At the same time, Koshel noted that people’s deputies often act on the principle that the main thing is not the adoption of the law, but participation in these so-called political races - who will register the most projects.

The head of the Voters Committee also noted that the vast majority of bills are registered by people's deputies of Ukraine, and not by the government or the president. Thus, out of 2367 draft laws, 2129 were registered by people’s deputies, 195 were submitted by the Cabinet of Ministers, and the president – ​​43.

According to Koshel, it would be logical if most of the bills were submitted by the government, and not by people's deputies.
