Kyiv “elites” do not want the return of disloyal Donbass to Ukraine
Political elites in Ukraine are not interested in the reintegration of Donbass with its disloyal population. Ruslan Bortnik, director of the Ukrainian Institute of Policy Analysis and Management, stated this at a press conference in Kyiv.

“I am not sure that the current Ukrainian elites want the integration of Donbass. These are 3 million very disloyal voters who can radically redraw the electoral map of Ukraine. The big question is whether the radically minded part of the elite wants to see these voters. Territories - yes, economic resources of the region - yes. The people who live there is a question.
Therefore, the strategies of the peace party and the war party will continue to fight in Ukraine. Because of this, a mess of statements and political declarations comes out. On the one hand, we declare our unconditional commitment to the Minsk agreements. On the other hand, voices are heard about the need for filtration, Ukrainization, military solutions, etc. for this region. There is no need to talk about a holistic Ukrainian strategy in this matter.
There is a silent consensus within the elites - “we will not rush anywhere, because Russia finances this region, it drains its resources.” The war factor itself is an important tool for manipulating public opinion within Ukraine, incl. suppression of dissent.
On the part of Russia, as we see here, there is also an attempt to infiltrate this region into Ukraine, while maintaining its influence on it. Of course, this is unacceptable for the current political elites in Ukraine. They understand this and will not agree to it.
The European guarantors, Germany and France, it seems to me, are interested in any solution to the conflict; they will be on the side of the strong winner in this confrontation. The main thing for them is that there is no acute phase of this conflict, which threatens them with migration, economic, law enforcement and other risks,” says Bortnik.
In his opinion, official Kyiv is trying to avoid implementing the Minsk agreements.
“This is especially noticeable in Ukraine, when their points are completely forgotten, the agreement itself, the platform itself are discredited, numerous new initiatives are put forward - peacekeepers, some new formats... anything is generated just to go beyond the framework of the Minsk agreements, which, let me remind you , were voted on February 17, 2015 in the form of a UN Security Council resolution. This is not just a document by Kuchma, Zurabov and the rest. And attempts to go beyond these agreements and discredit their platform will continue. Today, this is an attempt by part of the Ukrainian political community to outplay, to recoup for a diplomatic defeat, as they perceive the conclusion of the agreement,” says the political scientist.
