This is stated in an open letter from InAU to the President of Ukraine Petro Poroshenko, the Prime Minister of Ukraine Vladimir Groysman and the Chairman of the State Service for Special Communications and Information Protection of Ukraine Leonid Evdochenko.
“Consequently, InAU is inclined to conclude that the true goals of the implementation of the NSDC Decision (“On threats to the cybersecurity of the state and urgent measures to neutralize them” - ed.) blocking of information is purely the creation of political censorship,” the letter says.
InAU noted that the proposed decision to store computer data for up to 3 years and transfer it at the request of law enforcement officers, as well as blocking sites by court decision, does not comply with the content of the Convention on Cybercrime.
“The only area where information blocking has proven effective is limiting the circle of information dissemination among users who use popular sources of information and do not want to configure software to bypass blocking, that is, influencing broad public opinion and electoral preferences of the population by narrowing the circle of distribution.” unwanted “information,” InAU noted, adding that all modern methods of blocking access to prohibited content can be circumvented.
The association added that none of the technical censorship systems that exist can ensure 100% blocking of access to resources subject to censorship.
“The introduction of a technical mechanism for blocking access to the Internet will put Ukraine on a par with countries where this mechanism exists: China, Iran, Russia,” the authors of the open letter emphasized.
According to InAU, for actual blocking it is necessary to rebuild all networks of all Ukrainian operators.
“This requires 1-2 years of time and, according to preliminary estimates, up to $1 billion of investment. Such re-equipment will force a significant part of operators and telecommunications providers to leave the market, significantly reduce competition, lead to a significant increase in prices for Internet access and a decline in the quality of these services,” the Association added.
