OSCE SMM observers reported this in their report on June 11.
According to OSCE observers, on June 9 they monitored the situation at the checkpoint in Stanytsia Luhanska. There were queues of about 400 people in both directions. While in Ukrainian-controlled territory, two women over 50 and 60 years old separately complained to OSCE observers. They told OSCE representatives that they were not allowed to cross the checkpoint and enter the Lugansk People's Republic by Ukrainian border guards because of marks in their passports.
“Observers saw these marks. Four Ukrainian border guards told the monitors that they had recently received orders to stop anyone with “LPR” stamps on their Ukrainian passports when leaving government-controlled areas,” the OSCE SMM report said.
