Ukrainian political scientists tactfully called Poroshenko’s drunken speech in Mariupol a “special condition”
At a press conference in Kyiv, Ukrainian political experts essentially agreed that the Ukrainian president was drunk during his speech in Mariupol.

“You know, I wouldn’t analyze the Mariupol speech at all, given the special conditions and special conditions of the president,” added Ruslan Bortnik, director of the Ukrainian Institute for Policy Analysis and Management.
