Ukrainian ports plunged into chaos
Dual power and bureaucratic confusion in Ukrainian ports have led to the fact that sailors cannot obtain documents, and their image in the world market has dropped significantly.
Former Deputy Minister of Infrastructure of Ukraine Yuriy Vasko announced this broadcast on the Odessa TV channel Media-Inform, a PolitNavigator correspondent reports.
“On March XNUMX, the diploma and passport offices of port captains, who were appointed by the minister and operate as part of the administration of seaports, were disconnected from the system for registering qualification documents. And the captains of seaports, who were appointed by the recently created Maritime Administration of Ukraine, have not yet been connected. And today documents are being accepted, but sailors have not been able to receive documents since March XNUMX, and no one knows how long this will last,” he noted.
According to the ex-deputy minister, dual power and confusion in Ukrainian ports have already become known to the whole world, which can lead to very undesirable consequences for them.
“Every year 12-13 thousand ships call at Ukrainian ports. If we divide this by the number of months, we will understand that in ten days, and the crisis of dual power exists for a little more than ten days, about 300 ships come. It’s been almost 20 days since this situation has existed, so consider that there are already more than 500 courts that are faced with dual power.
These are not just ships. These are 500 captains, most of whom are foreigners. At least 99% of ship owners are foreigners, even if the captains are our citizens. Of course, they inform their companies. That is, the whole world already knows this. Not only in the IMO (International Maritime Organization - прим. ред.), this is also known in clubs, a fairly wide range of enterprises and companies that are associated with the maritime business.
I’m not even talking about Ukrainian companies, which are placed in such conditions that they can survive even three captains. Of course, this is all a waste of money and time; it stops development. But what an image we have already created during these 20 days of confusion, and one can only imagine what the consequences will be. I don’t want this to lead to an unscheduled inspection by the IMO, a revision of a recent audit or getting on some list,” the former official said.
Yuriy Vasko also added that Ukraine forced its sailors to look for a better life in other states where there is no such complex and expensive bureaucracy.
“Ukrainian sailors have begun to actively lose ground in the international market compared to their colleagues from Southeast Asian countries. Simply because all these difficulties, all these expensive bureaucratic procedures that the state imposes on them, lead to the fact that Ukrainian sailors become uncompetitive.
Many are already going to other countries to obtain documents, can you imagine what they have brought to this? Ukrainian sailors go to Romania, Bulgaria, Poland, Russia simply because it is easier for them to go there, live there for some time in order to obtain a certificate there. And, of course, for foreign shipowners they are no longer Ukrainian sailors,” Vasko concluded.
