The official representative of the Russian Foreign Ministry, Maria Zakharova, announced this today at a press conference in Moscow.
“Today we are seeing mass protests by regional deputies and the public demanding a real transfer of powers to the localities and a clear distribution of responsibilities between the central government and the regions. The logic expressed in this context is simple and understandable: since the central government cannot cope with solving problems, powers must be transferred to the regions,” Zakharova said.
She stated, citing the media, that about 10 regional councils in Ukraine have already demanded that budgetary, economic and administrative mechanisms be transferred to them to solve the problems of local residents.
“Kyiv, declaring a course towards decentralization, is actually sabotaging it and sending only new tasks to collect taxes to finance socio-economic programs. This is an obvious fact. All this becomes part of the general trend in the internal Ukrainian political process,” Zakharova concluded.
