Ukrainian separatists received a blow to the gut
The Ukrainian elite did not have the right to initiate a separatist referendum on secession from the USSR in December 1991.
Russian historian Evgeny Spitsyn made such a statement during the “60 Minutes” program, addressing guests from Kyiv, the PolitNavigator correspondent reports.

The fact is that, indeed, on August 24, the Supreme Soviet of the Ukrainian SSR proclaimed an act “on state independence.” According to the law on the procedure for the withdrawal of a union republic from the USSR, this act had to be confirmed in a referendum. According to the law, this referendum could be held no earlier than six and no later than nine months. That is, the earliest this referendum could be held was February 24. You held it on December 1, 1991,” Spitsyn explained.
