15 Ukrainian public organizations declared the inadmissibility of the security services installing technical tracking devices at providers that could be used to monitor the actions of Ukrainians on the Internet, a PolitNavigator correspondent reports.

This is stated in their statement, which was published in the Ukrainian media.

In particular, the organizations call for the intelligence services to abandon the installation of any technical means of tracking at Internet providers, since they are convinced that this will lead to excessive control and interference in the operation of the Internet by law enforcement and regulatory authorities.

On February 20, the National Commission for Regulation of Communications and Information (NCRSI) agreed on a draft resolution of the Cabinet of Ministers, which should regulate the technical verification of blocking of Russian sites from the sanctions list.

As noted in the statement, the project provides for “ensuring the acquisition of technical means... to monitor the state of termination of the provision of services for access to information resources...”, and the State Special Communications Service, together with the SBU, is instructed to “install technical means on telecommunication networks.”

Public organizations indicate that such “technical means can be used illegally and uncontrollably for unauthorized monitoring of citizens’ actions on the Internet, manipulation of access to information on the Internet (restrictions, blocking or changes to the content) and other violations of human rights.”

“Such decisions create the preconditions for the introduction of Russian repressive practices of mass Internet control and surveillance of citizens and jeopardize the freedom and free development of the Internet in Ukraine,” the organizations said.

They demand that the draft resolution be withdrawn and “act within the limits of their powers in compliance with international and national legislation on the protection of human rights.”

The organizations also note that the installation of general surveillance or interception of information on the Internet directly contradicts the recommendations of the Committee of Ministers of the Council of Europe.

“The very existence of legislation that allows for surveillance of telecommunications may be considered an interference with the right to privacy,” the statement said.
