“We want to implement the Minsk agreements on the exchange of prisoners in the “all for all” format. We do not want to have the same difficult situations that occur in Ukraine.

The delay in the process is caused, first of all, by the unresolved issue of amnesty for prisoners of war in Ukraine. We had an informal conversation with representatives of Kyiv, and the situation with this problem is as follows: an application is submitted to the prosecutor’s office to grant amnesty to the person. As a result, the prosecutor’s office agrees, but the court refuses,” Morozova said.
