The meeting at which these agreements were reached took place on November 29 in Lugansk, the publication writes. It was attended by Deputy Commander-in-Chief of the Russian Ground Forces Alexander Lentsov, the head of the Ukrainian contingent, Lieutenant General Vladimir Askarov, and representatives of the LPR.
Donbass militias name Lentsov among those representatives of Moscow who threatened them with a blockade of humanitarian aid supplies in case of disobedience to LPR-DPR officials, whose actions many militias tend to interpret as “draining Donbass to Kyiv.”
The ceasefire has been in force since September 5 and is the result of the Minsk agreements. However, reports of a violation of the truce began to arrive a few days later. The shelling intensified after elections were held in the LPR and DPR.
