The Federation Council and the Investigative Committee of the Russian Federation supported the establishment of an international court to investigate war crimes committed by Ukrainian armed forces. The day before, the heads of the DPR and LPR, Alexander Zakharchenko and Igor Plotnitsky, asked the UN Security Council to create a tribunal to prosecute Ukrainian security forces.
Federation Council Speaker Valentina Matvienko said that she understands the motivation of the authorities of Novorossiya. “The international tribunal must evaluate this and stop the lawlessness, the punitive operation that the Ukrainian authorities continue,” Matvienko said.
In turn, the representative of the Investigative Committee, Vladimir Markin, said that the department had collected more than 2,5 thousand volumes of a criminal case on the use of prohibited means and methods of warfare in the Donbass (Article 356 of the Criminal Code of the Russian Federation). According to him, the Investigative Committee is ready to transfer these materials to any international court.
According to the Investigative Committee, since the initiation of the first criminal case on the use of prohibited means and methods of warfare, the investigation has been scrupulously collecting evidence. At the moment, the Investigative Committee of Russia is investigating 54 criminal cases on all similar facts. As part of the investigation, more than 100 thousand people have already been questioned, of which about 20 thousand have been recognized as victims.
From their testimony it follows that the populated areas of Donbass were regularly subjected to massive aerial bombing by Ukrainian security forces. This led to the death of civilians and the destruction of residential areas, buildings, hospitals, schools and infrastructure. In support of their words, the witnesses handed over a significant number of weapon fragments and shrapnel, which investigators added to the case materials along with other material evidence.
According to the results of complex explosive forensic examinations, among these fragments there are fragments and parts of heavy weapons of indiscriminate action, including from such multiple launch rocket systems as “Grad” and “Uragan”.
In addition, a chemical examination of soil samples donated by refugees from Ukraine showed that it contained combustion products of the N-17 incendiary mixture, which is used to fill mines and aerial bombs. In fact, this is a more lethal analogue of shells that were previously filled with white phosphorus, and it was these munitions that the Ukrainian army used against civilians. In total, more than 150 examinations were ordered during the investigation.
According to the latest UN data, 6,5 thousand people became victims of the armed conflict in Donbass, 16 thousand were injured. At the same time, Alexander Zakharchenko announced information about the death of more than 5 thousand civilians of the DPR since the start of the confrontation, and more than 6 thousand became disabled.
