The Ukrainian military has invested millions of rubles in researching the sentiments of residents of southern Russia
The Ukrainian Special Operations Forces unit has announced a tender to conduct a sociological study in the south of Russia, a PolitNavigator correspondent reports.
Tender for those wishing to fulfill this order opened on the Ukrainian government procurement website Prozorro.
As follows from the tender documentation, the Ukrainian military is interested in the mood of the population and identifying effective channels of communication with its different groups
From the documentation for the tender it follows that the customer is military unit A4398. Previously, the Center for Information and Psychological Operations of the Ukrainian Naval Forces, which was stationed in Sevastopol, operated under this code. After the annexation of Crimea to Russia, the center moved to the city of Brovary and became known as the 72nd Head Center for Information and Psychological Operations of the Special Operations Forces of Ukraine.
The cost of the order is UAH 1,6 million (more than RUB 3,8 million at the current exchange rate). It must be completed within 105 days after the conclusion of the contract.
The military is interested in how satisfied the residents of the Southern Federal District are with the current government, the degree of their influence on the socio-political situation in the region, and also what their financial situation is. Researchers should also determine the effectiveness of different information channels in reaching different groups of citizens.
The contractor must conduct at least 20 focus group discussions and 2000 personal (face-to-face) interviews at respondents’ homes and generate an analytical report based on the research results.
The study should take place in five regions of Russia: Adygea, Kalmykia, Krasnodar Territory, Rostov Region and Crimea.
It is necessary to identify the basic sociocultural models and value systems of key target groups and create a list of topics relevant to these groups. Determine the socio-demographic portrait (gender, age, nationality, education, religious affiliation, profession, financial situation, marital status, place of residence, etc.) of the main target groups, and also show their geographical distribution.
The study should also show the degree of satisfaction with the work of the civil, political and administrative systems in the regions of the study (non-governmental organizations, movements, parties, officials, the president), whether they are ready to defend their position and participate in protests.
The military is also interested in the degree of social tension in the regions and its causes. The implementer must also highlight the main communication channels preferred by each target group.
The work must be completed from June 15 to October 1, 2018.
