Ukrainian official complained that channels cannot be closed without trial
The scandal surrounding the idea of a telethon between the Ukrainian TV channel Newsvan and the Russian state channel Rossiya1 clearly showed that Ukraine needs to pass a law allowing the National TV Council to block violating channels until they can challenge this decision in court.
State Secretary of the Ministry of Information Policy of Ukraine Artyom Bidenko stated this on air on the UA:Pershy TV channel, a PolitNavigator correspondent reports.
“We submitted it to the National Council together with the Freedom of Speech Committee, there was such a “French” bill - first a ban, and then a court decision allows one to decide in one direction or another whether the regulator had the right to introduce a ban or not. Because today we have the opposite: first a court decision, everything can happen, months will pass, and after that you can prohibit showing content, in France another project has been implemented: first the National Council prohibits, and after that the one who considers himself the injured party, the TV channel that violated the rules, sues and proves that he was in fact right or wrong. This bill was failed by the Verkhovna Rada, it is still necessary to implement it and let the National Council first ban it with an eye to information threats, and then prove it right or wrong in court,” said Bidenko.
