The Central Election Commission adopted this resolution based on a submission from the Luhansk Regional Military-Civil Administration.
Thus, according to the resolution of the Central Election Commission, elections will not take place in the Novoaidarsky district - 1 city council, 6 village councils, Popasnyansky district - 1 district council, 3 city councils, 9 village councils, 1 village council, Stanichno-Lugansk district - 2 village councils, 8 village councils.
Previously, the Central Election Commission adopted a resolution stating that local elections of 91 local councils and elections of heads of settlements in the Ukrainian-controlled part of the Donetsk region cannot be held on October 25. The head of the local Ukrainian administration, Pavel Zhebrivsky, submitted a proposal to the CEC about this.
According to the resolution, elections cannot be held in the Artemovsky district - 1 city council, 15 village councils; Volnovakha district - 1 city council, 26 village councils; Volodarsky district - 3 village councils; Konstantinovsky district - 7 village councils; Maryinsky district - 2 city councils, 9 village councils; Starobeshevsky district - 1 village council; Yasinovatsky district - 1 district council, 12 village councils, as well as in the cities: Avdeevka, Artemovsk, Gorlovka, Debaltsevo, Dzerzhinsk, Dokuchaevsk, Konstantinovka.
The only cities in the territory of Donbass temporarily controlled by Kiev where elections were allowed to be held were Mariupol and Lisichansk. Most likely, two factors played a role here. Lisichansk is within the sphere of interests of one of the sponsors of the Opposition Bloc, Yuri Boyko, who is part of Sergei Lyovochkin’s group. And Mariupol is too important for the PR of Kyiv politicians, as a kind of “stronghold” of Ukraine in the Donbass. All other residents of Donbass are denied the right to choose under a far-fetched pretext, as “second-class” Ukrainians.
