Ukrainian energy expert Valentin Zemlyansky, in a comment to PolitNavigator, expressed bewilderment as to why Poland needed official recognition of coal purchases from the LDPR, territories that Poland itself considers “occupied.”

“If we look from the position of Kyiv, then Poland in this case is acting in violation of the notifications sent out by official Kyiv regarding certificates of origin of coal. It was said that such transactions would be illegal. It is clear that Kyiv does not have any leverage, but Poland could notify about this. It is difficult to say what went wrong in the case of contracts with Poland - for this you need to see the contracts themselves - are they direct contracts with the LDPR, contracts through offshore companies, etc. But it is the Ukrainian Ministry of Foreign Affairs that should ask the Polish Ministry of Foreign Affairs the question - what is happening?” says Valentin Zemlyansky.
According to the expert, Ukraine, for its part, sent out notifications that the mines in the LDPR were requisitioned from their Ukrainian owners and coal mining there, from the point of view of Ukrainian laws, is an illegal action that can be challenged in court.
“Indeed, in court it is possible to prove that someone else’s property was purchased, especially since Poland itself confirmed this. I don’t understand why Poland needs this (the announcement of the supply of coals from the LDPR), the expert is perplexed.
