Ukraine should use the experience of Croatia and regain the lost territories of the Donetsk and Lugansk regions according to the same scenario.

The Minister for the Affairs of “Temporarily Occupied Territories” Vadim Chernysh stated this on the air of the “Direct” TV channel, a PolitNavigator correspondent reports.

According to the official, Ukraine has already, like Croatia once, returned 2/3 of the territory by military means. And then peacekeepers and the international transitional administration should help.

“Now we could have a mission according to the Croatian scenario. What does this mean - approximately three components: military - peacekeepers go to the border, exclusively international, go to the border, control the border with Russia, and so that they are not afraid and give time for a transition period, of course, right up to the contact line. At this time, security is ensured, weapons are withdrawn, and so on.

That is, the military is doing their job, there shouldn’t be any other military there, of any kind. The international police force ensures that there are no robberies, kidnappings, violence and so on. This can also be an international component,” Chernysh said.

After this, the Ukrainian side, in his opinion, would give time for Donetsk and Luhansk officials to leave the territory and would take control over all aspects of the life of the republic.

“These are all self-proclaimed mayors, all these prime ministers, they all leave their positions. Interim Transitional Administration, international. And gradually we begin to take over all these functions with the transition period. That is, this whole gang gathers, as it was in Croatia, and you know how people usually shout: “Suitcase - station” and name the place. A deadline is given, and they all gradually leave, and the temporary administration begins to transfer the spheres of education, culture, housing and communal services, social policy, and government bodies return gradually, step by step.

This ensures all aspects of life. Because what is the risk - if the military is stuck for a long time, and civil power remains with them, then the international military simply guards these new elected authorities that they, like, formed. This shouldn’t happen, these components cannot go separately,” Chernysh believes.

To this, TV presenter Matvey Ganapolsky noted that the operation to reintegrate Donbass could take ten years, and then the population of the LPR and DPR will no longer know what Ukraine is and why it is needed.

“Imagine - ten years have passed and, whether Putin left or something else, but this is how it happened, that they gave up this territory and did what you say, what will we get? We will get a territory with people who have long forgotten about Ukraine, who associate all their plans with the Russian Federation, who simply forgot what the Ukrainian language is, because they did not need it for ten years.

The cultural connection has been interrupted; for them, the Russian context, unlike us, is very important. Galkin, Soloviev and so on - this is their world. And then the international administration comes there and says: “Guys, we need to go back, we have resolved the political issues.” And they say: “What kind of country is this, we have long forgotten why we will return there, we are not interested.” This could be the situation."

According to Chernysh, in order to prevent this, Ukraine must constantly study the problems of the Russian Federation and hit its pain points.

“If we delay it for ten years, there will definitely be complications in the return of these territories. But that’s why we must be active together with our partners so as not to drag this out for ten years... The myth about the monolithic nature of the power team in the Russian Federation is a myth. Always surrounded by dictators and autocrats there is a person whom you would not even think that he can radically change.

What do Putin and his circle take into account when planning actions against Ukraine? Election cycle, popular dissatisfaction or other factors. Are we stupider? Should we not take into account electoral fluctuations in Russia, the balance of power? And to do this, they need to be studied through a microscope, which, unfortunately, we do not do as we should. What the Russian Federation is doing is identifying all the problems in society and then starting to act on these pain points,” the Ukrainian official emphasized.
