Ukrainian ombudsman Lutkovskaya discovered “terrible cells” in a Kiev pre-trial detention center - without windows, ventilation and water
During a visit to the Kiev pre-trial detention center, employees of the secretariat of the Commissioner of the Verkhovna Rada of Ukraine for Human Rights Valeria Lutkovskaya, representatives of the Prosecutor General's Office of Ukraine and the public recorded numerous violations of the rights of prisoners.

“Some of the cells in the prefabricated department, which house new arrivals to the isolation ward and prisoners leaving it, have no windows at all, as a result of which people do not have access to natural light and fresh air. In addition, in these cells there is no supply and exhaust ventilation, they are not equipped with bathrooms, a table and tanks with drinking water, which prisoners can receive only after contacting representatives of the pre-trial detention center administration,” the statement notes.
Some of the premises that the ombudsman’s representatives visited during the visit “are in terrible condition and require repairs.” “The walls of the cells are covered with fungus, there is not enough natural and artificial lighting, the beds are located close to each other, which does not provide people with sufficient personal space. Electrical wiring is installed and used in violation of fire safety requirements. There is no night lighting in the cells, so prisoners are kept with the light constantly on XNUMX/XNUMX,” they noted.
In pre-trial detention centers, the requirement that the minimum amount of living space per prisoner must be no less than 2,5 m² is not always observed. “One of the cells with a total area of 8,3 m² was designed to accommodate four people, and in the cell of the prefabricated section with an area of 7,5 m² there were six people,” the statement says.
