Ukraine is in the stage of country creep, when the population in the regions is increasingly gravitating toward local elites and distancing itself from the central government. Political scientist Andrei Ermolaev stated this on TV channel 112.

Not only are people not aligned with the state, they are beginning to focus on local self-government, on local formal and informal leaders...
This is creeping decay, the spreading of the country. We are half a step away from these localization processes beginning to become politicized, when local business and the elite begin to look for options for “our lands”, “our ancient stories”...
The next wave that may follow, real cultural and political separatism, may turn into new conflicts for us in the near future,” Ermolaev said.
